when i go to KL, I normally start off here at 4.30 am, so that I can reach there before the shopping complex opens. I get discount for the Juru - Jepalang trip.

not that is is a lot. but I prefer to drive in the cooler morning air. the afternoon sun makes me tired.

Well, i usually drive during mid-night to actually try avoiding off-peak traffics. Probably it doesn't really apply during this festive season coz i guess it's going to be jam-packed anyway. The discount is good for me although it's not much.

    Let's look at the calculation?

    10% of RM50 = RM5.

A trip back to Penang cost less than that.
For the visually impaired or non night-stalkers, forget that 10%.
Your life is worth much more.

I'm missing your point. Are you saying that road users are not dumb because they won't drive tired for a RM5 discount or that PLUS thinks your dumb that they want to entice you to use the highway when it is less congested?

Are you complaining that the 10% discount is only offered during off peak hours or are you complaining that there should be no discount at all?

I imagine that enticing motorists to use the highway when there are less people and when the highway is under-utilised is a logical strategy to maximise income. Seems like pretty sound logic to me.
